SECTION 15. In addition to all other sums herein appropriated, the following sum or so much thereof as may be necessary, is hereby appropriated out of any money in the State General Fund not otherwise appropriated, to the Department of Finance and Administration for the purpose of providing additional funds to significantly increase security at the State Capitol, for this fiscal year beginning July 1, 1999, and

ending June 30, 2000 $ 300,000.00.
